So if I purchase CoD: Ghosts (example) could I redownload it on my xbox one and play it there?

Nope, unfortunately you cannot do this. You would have to buy the Xbox One version.
The only thing that transfers over to the Xbox One from ghosts is the season pass but you had to of purchased it on your Xbox 360.
