Try Seba's solution, if it doesn't work, I'll try and find some other solution for you. I've never really had this problem myself so I don't really know how to fix it, I'm mainly using Google to help...

Alright,
Boot up GTA:SA and CTRL+ALT+DEL and boot Task Manager, Go to the processes tab and right click the Grand theft auto process, then click 'Set Affinity'. From there, uncheck all boxes except from 1 cpu.
According to sources on the steam forums, this is the fix.

Apparently this has worked for people. While the game is running, open task manager, find gta-sa.exe in processes, right click the .exe and set the affinity to single core.
