I'm playing Gta V on 360 and I joined a random lobby and I can walk through the bottom of the ocean.
It isn't just this lobby I've went to other ones and the same thing happens.
It lets me walk on the ocean floor without running out of air and I can do anything I could do above water.

Why is this happening?

This exact same think happened to me like twice in a row few months back i have no idea how it happened...

You might have gotten into a modded lobby at some point and now its stuck in your system cache. Just go to your memory settings on the dashboard and clear the system cache and it should be back to normal.
