Ok so i'm only 14 which means i'm still with my parents so when i ask my dad for something he'll tell me go ask my mom. When i ask my mom she tells me go ask my dad. So how do i handle this and get my answer?

When they ask you something, tell them to go ask the other parent. Make an infinite loop of them asking each other.

Confront both of your parents that they need to stop doing this and talk to each other about certain things.
I'm not sure how your family operates but talking and speaking to them about how you feel is the best way to get positive changes from what I've experienced in my past.
This might not be the answer you're looking for but it's helped me in a lot of situations at home.

Just tell them: "No I want you to listen. Why don't you just decide yourself?".

Or you can ask them to discuss it with each other.

What you should do is, when your parents are out like at dinner or something, you should pee around the couch/sofa then when your parents arrive home they will be mesmerised by the pleasant aroma of the pee and will slowly navigate to the nucleus of the pee and when they do you hit them with the questions.

just say that your mom said yes and basically trick them into both saying yes
