Ya there is no certain time it spaws its random. I got mine at the prison.

There's this strip where it spawns a lot in the desert it has the mod shop on it just go there put your spawn location to last location and keep on finding new games until you see it. That always works for me

Check mid day at the dock area (where you deliver cars to Simeon) and also at the prison after completing a criminal records race.

I randomly came across one right in front of the military base! Probably about 1-4 in the afternoon, but not sure

i found my sultan near the strip club. my friend found one up in pelito bay
