Think of it this way

If your computer is off...can you use it?

If you turn off your computer, then the file would not get sent. For the file to successfully send, your computer needs to be on and have an internet connection.

Exactly the file needs an internet connection to send something

It would be magical if your computer was off and could send it without power..?

If you were to shut your computer down, your killing everything on it to let the computer actually shutdown. So no, you can't shut your computer off and expect it to finish

You should just put it on sleep or dim the brightness either way it will still be sending.

He can't put it on sleep because that powers down most of the computer, including the harddrive. Once the computer enters sleep mode, it'll stop downloading. For all intents and purposes, once the computer enters sleep mode, it's basically off.

Just turn off/dim the screen and you'll still be able to send the file.
