I try to recover my friends account but I get a error message anyone know how to fix this?

He must be in a different zone. Log on to his account on your pc first then try to recover there.

There was a service alert up for that. Seems to be fixed now though

(which is a microsoft commerce link) and then it'll ask you to verify your location - So send a link to his email and tell him to send you the code and you need to enter the code on your PC and it should work fine on the 360.. I do that all the time and it works perfectly.
If he has two step verification on tell him to disable that, that may help as well.

Go on xbox.com
Type the email and password for the account.
It will ask for verifaction do what it say's
and type in the code you get.
Now go one xbox and dowload the account, it will workd

I had the same issue a few hours ago (Probably because of service issue) but maybe they still haven't fixed it for you?

I've had this same problem a few days ago, but I fixed it.
You simply have to log into it on xbox.com and it will ask you to confirm the account and it will send a code to the email that's on the account.
Once you put it in, you should be able to download it from the console.
