Hey you creative TTG'ers.
I have a picture that I found on twitter and it looks awesome. My question is : what do they use to make these pics. Is it with Photoshop? If so, how do they do it?!

There isn't 1 single effect used, theres a combination. What exactly are you looking for?
It's most likely done in photoshop, colors being added from brushes, background blurred with lens blur, HDR grading + noise added.
