I have been talking to an ea agent who said they just got a update from the developers that they and microsoft are working on a patch and then the dlc will be up for download

Only way to look at it is least they arent just sending out half finished content like the release of the game itself

That indeed is true but for my xbox 360, naval is already out. I'm surprised they went ahead and took care of 360 but not the new xbox 1
