I think restoring won't force you to update, however it'll notify you that it will update your device before you click restore. There's no harm in checking.

Wait what? So I can restore my phone without updating from 7.0.4 to 7.1?

I'm sure it's possible, I think iTunes offers you two options. 'Restore' and 'update and restore'. However I haven't used iTunes since iOS 6 so I'm a little rusty.

Obviously iTunes will check and identify that your version of iOS is outdated.

DFU mode? I thought that was the solution to all iOS problems. You will however have to restore from a backup, providing ofcourse, DFU works.
