Try to get someone one to host a mission from him and after you finish it and go back to free mode he will call you or he should be in your contact already.

if you get into rooftop rumble mission or some other of his missions you'll get him as contact and you'll be able to host rooftop rumble where you get 18750$ and about 4k rp.

He randomly calls you. You can then do gang attacks and call him for missions.
