It makes the car go a lot faster, it's pretty much the boost power up from GTA races.
It is activated the same way by tapping down on LS.

You can mod your cars through singleplay (adding nos etc...) and then glitch the car to multiplayer.

You will need XB36HAZARD Save editor.

NOS is Nitrous Oxide! once its activated it gives you a massive boost to make you reach high speeds and you can get them duplicated to you, i have a bunch of NOS cars, add me on xbox and i will give them to you : Nektraz
