You can get them for free if you bought the Borderlands Game of Year Edition, the DLC comes with it the game and its only like $20.

Other than that you could license transfer from someone that has it for free.

You can download any of the DLC that was included with the GOTY edition for free. I have it available for download but, not on this site.
