Is there a tweak for ios 7 for the home screen wallpaper to scroll with the page ? like on android ?

What you're looking for would be Parallax. Currently this is the only tweak that can recreate what you're asking for (I think)

So either you keep a look on that tweak and hopefully it gets updated to iOS 7

Or

Wait if someone will make a similar tweak
