so i was exploring the outer perimeter of Fort Zancudo and i saw many i guess you could say water tanks? i went in a few of them and swam around for a while. some of the tanks are to shallow to dive into but others you can. also the water is not very easy to see in, its almost black. this could make it harder to find. i dont have 100% not sure if thats a factor in finding it? anyone wanna try looking around in these tanks?

I think he's trying to say that, they may be in the water tanks, but i am pretty sure there isn't a jetpack, because it would've been discovered
