I was wondering if this desktop could run games like league of legends and Garry's mod with 60 fps or higher on medium to high quality.

You're pushing it with high settings, you could get 60fps on low-medium with garrys mod, and even that depends on the amount of objects being rendered.

Don't buy a pre-built computer you will be over paying for what you get

build your own and get a much better computer.

what about league of legends?
I'm not sure. It's a grey area, but you should be able to hold a solid 60fps up to medium. Just turn your view distance and render distance down.
