People dont really know what there trying to do ! but i couldnt crack this code or even figure out the clues im not that very intelligent

Things like this always interest me, crytography is very interesting but it is also very hard (hence I never attempt such puzzles). I personally believe Cicada is just a bit of fun for people interested in this sort of thing, I don't believe it is a recruitment technique for secret organizations such as some people seem to believe. But regardless, I'd like to offer my congratulations to any who even managed to crack the first couple of clues (if any inhabit TTG) and the creator of this puzzle, people think how hard it is for people to crack but vice versa it must have took 'Cicada' an age to create this (if the creator stumbles upon this forum by chance).

Yes, I was always interested in things like this aswell... very intriguing.
