I've seen colored chrome around TTG and a few times in game.. Is it a glitch or a mod? And how do you get it?

its not a glitch you simply
put chrome on a car, then put your crew color on and it will
be tinted with your crew color

colored chrome is cool but for some reason when you get a car with that paint job it gets super dirty really quick! thats what happened with my comet
