Actually its yes to both, but your 360 needs to have an HDMI Out.

Actually you can be logged in twice on Xbox One and Xbox 360. I have been in parties on 360 while playing 1 and have no problem. I think what your trying to say is that there is no Cross Console Chat? Well there isn't but MSoft allows you to be on X360 and X1 at the same time, and while your on X360 you can join friends parties.

Pretty sure I just said that you can if both consoles are turned on......

But if you don't have 2 consoles then no it is not possible to chat with friends on current gen systems
