Why can people recover my account it asked for the verification code so i send to they and when they try it, it still won't let them recover

because you can only recover a account on a new Xbox every once in a while you cant try anytime i think it is like every 3 months you can or something like that

Tell them to sign in on Xbox.com (even though im sure thats where they go to try and enter the code) -- and if you have Two Step verification enabled, disable that.
