You may need to get Win 7 the 'free' way and a monitor off of ebay, a new monitor won't work in your budget.

I have a GTX 660 and run games fine don't know about the 650 should run your games okay but.

NO, all prebuilts charge far too much for bad parts. It's just a rule of thumb. for example, Vibox are charging 750GBP for a pc with 1GB of GDDR3 GPU but a watercooled cpu? for the best bang for buck building it is the way to go.
