Reboot you're computer, tap F8 and then restore Windows. Should wipe everything clean.

When I restart it, when do I press F8? I keep pressing it when I start up and nothing happens...

Keep pressing it when the BIOS screen pops up. (Or whatever you call it)

Press delete? A few options should pop up, pick restore computer.

Or try F9 10 or 11.

You have to this all, as soon as its booting up.

You will probably get more accurate answers if you put this on the pc support forum.

Easy option

Buy these discs > [ Register or Signin to view external links. ]

Find and download a Windows 7 or OS of your choice.

Now download IMG Burn or a image mounting program.

Now find a Windows Activation Key code and take a note of the code.

Burn the ISO File to your disc, Remove and re-insert the disc into your disc drive.

And follow the installation.

Yes it will wipe everything off of your PC/Laptop. Done.
