I was wondering since in other countries the midnight release is about a few hours away. But i have had my copy since friday so i want to know if they will put leaderboards up in a few hours and also turn on full xp instead of 1/4 xp

There is no Source that we really have 1/4 EXP.
Many guys are saying we will get a Launch Title Update. So just wait ~ 24 Hours and see what happens or not.
