Can any of you guys help me?
I'm level 75 but i don't have martin madrazo's number/contact yet.
I need it to get the RR Mission.
any help will be greatly appreciated.

Do you have a mission from Lester? If so it could be the one where all you do is talk to Lester... Then after that you will get a call from Martin then you have to do a gang attack and then you should be able to request a job from him....
