So my friend is lvl 75 and when he calls martian it says his request jobs are locked.. any help?

if someone can tell us we shall invite a person to the level.

It means that Martin doesn't have any job right now. Play a mission or mess around for a while and keep trying to call him.

You have to keep calling him until you get the mission, if it says the job request is locked, you have to wait around 5 minutes until it becomes available again, you WILL eventually get it.

I know how to do it the fastest method and really need to level up and get the money.
