How many missions do you have to do befor you can buy clothes, houses, buildings it says I'm about 9% compleat? Is there a certain mission I have to do? I will +rep for any help

You should be able to buy clothes from the get-go (assuming you can afford them). Can't buy houses, and buildings will be unlocked for purchase as you progress through campaign (don't remember how far in.)

I defiantly have enough money maybe I just keep missing places to buy clothes from do they appear on the map after you drive by them or something?

Yea, all the clothes shops are a picture of a black shirt.
