These may not be the exact times, i may be right, i may be wrong.
Apple is not going to release the software at 12:00am, with over 10 million iphone users trying to update, it would crash apples' servers. It will be pushed by batches to different timezones.
I am still browsing the web trying to gather info for this list of release times

Pacific - between 9 & 10 am
Eastern 1 PM
Central 12 PM
Mountain 11 AM
London 6 PM
Moscow 9 PM
New Dehli 10:30 PM
Shanghai 1 AM Thursday
Tokyo 2 AM Thursday
Melbourne 3 AM Thursday
Auckland 5 AM Thursday

and yes, icloud now looks like ios 7

I saw that it comes out around the 20th or that is the pre-order. Also, I saw iCloud! It is changed for iOS 7!!!
