No offense to anyone, but if you have no idea what you're doing, don't tell people to wipe their drives or have it serviced right off the bat. It's pointless and only causes confusion.

This is an apparent fix, although this person did not have the exact same page, his computer was supposedly locked until he paid $300, try this!

Download CCleaner!

STEP 1) Boot into safe mode.
HOW TO: hold your power button down. When it comes on, it will say "your computer shut off unexpectedly" and will give you an option for Safe Mode.

STEP 2) Open CCleaner and delete the startup entry. It will have some random letters and will say the publisher is Microsoft Corporation, but that's a lie. NOTHING by Microsoft will have random letters like that, so you can safely delete.

STEP 3) Go to C:/HECBWQB.exe (or whatever it's called and wherever CCleaner said it was) and delete the file. P.S. the exe name may vary..

I hope this fixes your issue, Pal. This seemed to work for a few others with a problem

If AdwCleaner really didn't get rid of it, I'd suggest booting into safe mode and running Malwareytes. have Rkill on hand in case a program is hard to kill. I'd also do a scan with Hitman Pro.
