The GTX 760 has slightly newer components than the 7950. The 7950 will perform better than the GTX 760 but the GTX 760 has advantages in games that use PhysX. the only difference between the powercolor 7950 and the HIS 7950 is maybe a little clock speed difference and different coolers.

Like M249 said, the 7950 will perform better in games.
Powercooler 9750:
Engine Clock Speed: 880MHz
Memory Clock Speed: 1250MHz x 4 (5.0Gbps)
Video Memory: 3GB GDDR5
Memory Interface: 384Bit
HIS 7950:
Engine Clock Speed: 800MHz
Memory Clock Speed: 5000MHz
Video Memory: 3GB GDDR5
Memory Interface: 384Bit
It won't make to much difference which 7950 you get for speed, just get the one with the better cooler.
I would forget the 760.

Both cards perform comparably and both are in the same price point. If it was me it would come down to how nice the model i could get looks and also which was cheaper.
If you wanted ease of use i know the Nvidia GeForce experience pretty much downloads driver automatically and sets up all the games it can detect to operate as it should based on your system hardware.
But then again, the Radeon has a higher memory amount so it would prove better on higher resolution displays.

Dont worry about what drivers mean. Just make sure you always have the latest ones for the best performance from your graphics card.

Find out what your graphics card is then go to google and type in "latest drivers for (whatever your card is) and download them. It will usually come up with the official website for the card whether it be AMD, Nvidia or Intel.
