What do you mean by ultimate?

Do you mean just the staffs by themselves or all 4 of them combined?

you do not combine the 4 staffs the ultimate staff, maxis created copies of the staffs which are the ones you get when you collect all the parts ect, after that you do puzzles in argartha and create the real versions which are far more powerfull, hope I helped
