I know there's all the GTA Online, but is there, or does anyone know of, just a straight up Free Mode with no money or progression involved just a mode were you and friends can just f*** about without having to unlock items to use them...

Yes they are they talked about it in one of their tweets on how they want the game to be a free fun and open world.
