Trying to get into a 2v2 arena, but when I try to join wargame, it says "You must target another party leader to start a war game"

Is there any requirements to get into a 2v2 arena on a normal server?

wargame is a designated 2v2 match so if you were with a friend and it was the 2 of you and you wanted to face this other 2's team then you would que up as wargame but just for random 2's you would que up differently
