Im trying to edit my gamesave from scratch need help what program should i download

Depends what platform and what game, if xbox 360 you can mod most games with either Horizon or 360Revolution.

What do you want to do to the save? There's editors out there for each CoD. There's CoD Tool which I think only does up to MW2. Then after that each CoD has it's own editor.

If you go over to XboxMB a partnered gaming website with TheTechGame you will find many related game editor.
