Will this build allow me play most games at higher settings at 40 fps+

Games:
Far Cry 3
BO2
Battlefield 3
Crysis 3
Dead Island
Bioshock Infinite

Lose the GTX780 and get a Radeon 7990,
Lose the SSD and get a better processor, i7 preferably.

They are fine builds, you do not need an i7 for gaming.

Seems like a good build, don't lose the SSD like the guy above said, with this budget there should be an SSD in it.

SSD is a must. i7 is overkill and will most likely NOT have an effect on gaming. Stick with the i5, Stick with the SSD.

The 7990 is a better card than the 760 that is why I recommended it, he is looking for the best gaming rig.

SSD's are not needed at all, they cut loading times by a couple of seconds, what would he rather more power or a tiny increase in loading and boot times.

His processor is fine, the 4670k is a great CPU but for the price of an SSD more power can be added.

great build, I would suggest going with a cheaper disc drive, but thats just me. I only used mine for when I installed windows, haven't used it since, so I went with a $20 asus drive.

I wouldn't bother with a ssd, but some people like them. I don't think it's that important to cut boot time when it's already fast.

I would stick to the GTX 780, they start at $650 on newegg, where as the 7990 starts at $850. Of course when youre paying extra $200 for a graphics card, it will be better, but I have a GTX 770, and I love it. I would be surprised if someone didn't like a 780.

And stick with the 4670k, I have one and is clocked at 4.2ghz, no one needs a 4770k for gaming. I almost got it, but for me, there would have been no benefit.

With that build, you can play any game on ultra with way more than 40fps. I'm not basing that on benchmarks, I'm basing that on gaming with a setup very similar to yours.

I'm sorry but i'd even go as far to say that you are wrong. An SSD will drastically improve loading times of the operating system, and yes if the games are on a HDD then no you won't notice a difference. If OP did put his games on the SSD too it would be an improvment.

Also all the i7 has is Hyper Threading which is only useful in a handful of editing or rendering suites, so no improvement there in gaming.

I would get an SSD so Windows boots in 3 seconds like mine.

as you said CPU is great. And no need for a 7990 get a 760.
