Step 1: Choose the type of server you want to have!

First, your gonna want to choose the type of server you want to have. Don't just install thousands of random plugins and call it a server. Choose a server type and lookup suggested plugins for that type of server. Here are some types that I suggest...
Faction PVP
Survival Multiplayer (SMP)
SurvivalGames (HungerGames)
Creative
Prison
Vanilla
SkyBlock Survival
Minigame (difficult for people unexperienced with plugins)

Step 2: Advertise your server!
Now, it is important to advertise your server to get people to join. And by advertising, I do not mean spamming random people your server ip.

Here is what you need to do in order to have a successful ad or post...
Post your server on popular websites (PlanetMinecraft, MinecraftForums, Minestatus, tons of others!)
Install the plugin Votifier. I recommend this so players can vote for your server and get an in game reward. When people vote it brings the server to the top of the list therefore getting it seen more.
Make a quality description of your server. Here's an example

Step 3: Have a good server!
It is important to have these qualities to make the server fun and enjoyable for players!
Have a good looking spawn! (Don't copy others spawn, build a nice looking original one! Many players may leave instantly if the spawn is terrible!)
Be friendly with your members! (Talk to them, ask them how's there day etc.)
Have a good staff! (Don't promote everyone who asks, ask people to fill out staff applications!)
Offer new ranks! (Offer ranks for getting a certain amount of money ingame, or for referring players, and for donating!)
Keep your server running smoothly! (Update plugins, make world backups, and try to keep the uptime at %99)

I hope you guys enjoyed my tutorial! I worked hard typing this for over an hour so a thanks is appreciated, but you don't have to.

Credits to Film for this I am simply sharing it

Some great tips, nice to see someone posting things like this. I also have a couple additions if you wouldn't mind thinking them over.

1: You're running this server for the players, not for yourself. If the majority wants something you dislike, you should add it.

2: The best staff are the ones that are surprised when asked. These are the members always seen helping out, not asking for things in return, and all together helping the server.

3: Proper staff don't need past experience to be an effective Moderator/Helper/Administrator. People can learn.

4: Make sure your server is working before you open it up. Sometimes Beta tests can save a server. Invite some trusted members to test out some arenas/gamemodes/commands. Test all the ranks/groups, and go through the permissions making sure that there's nothing crippling that could break your permissions.

5: Don't spam your server. Players are more likely to join servers that have advertisements/posts that are clean, and attractive. Not a post by some member who just joined and made a topic with this random garble: "G00d serv3r. Need's donations, and giving fr33 0P. Pl0x join." I defiantly wouldn't join that server.

6: Learn your plugins, make sure that you know them in and out, because some have great features that you may be missing.

7: Have a variety of staff. If you have 10 staff members, and they're all effective at Moderating, but can't build a decent dirt shack, then you have a problem. Invite players that are great builders to build for the server, and offer them some stuff in-server. It doesn't mean give them OP, but a half-decent builder would be happy with the recognition of a [Builder] prefix. Or some fun commands like /hat, /kittycannon.

8: Have donor ranks. No, don't force donations onto your players, but offer them to help pay for the upkeep of the server. The players who want to go the extra mile to support the server will be happy to.

9: Don't give donors OP kits and gear. For example, $5 donors shouldn't get Full diamond and iron tools in a default wooden tools survival server. They donate to see the server grow, and get some fun stuff in return. What I recommend- DisguiseCraft: Donors can have Sheep and Cow disguises for example, they are fun, and can actually be useful.

10: Dedicate time. Don't just whip together a one room spawn, make a [Member] rank, and start spamming the server. Some big servers took months to set up. I've ran and worked on servers that take a week to setup (Which I'm currently doing), the best servers are the ones that you can tell time went into.

Great post btw, educating the Server community one guide at a time
