Can I transfer DLC without lincense transfer or do i need to do it?

depends on the game.
i know you don't need it for games like CoD or Borderlands.

Example:
Profile 1 has Borderlands Add On
Profile 2 has no Borderlands Add on
--
Step 1: Sign in Profile 1 and start Borderlands
Step 2: Go to the main menu
Step 3: Log out
Step 4: Log in Profile 2
Step 5: Profit


NOTE: You have to do this every time
