so basically when i report back the jarl of whiterun i can't actually talk about something new to him, it doesn't show any new things to say to him which stops me from continuing the quest.
i'm playing on the xbox so if anyone has any tips on how i can fix this then please let me know

It seems that when completing this quest if one reports to General Tulius BEFORE reporting to Balgruuf the Greater, the Misc. Quest Objective "Report to the Jarl of Whiterun" will appear in you're quest journal and Balgruuf will have a quest marker on him, but no dialogue to complete the objective.
I think I had a similar glitch, you best bet is just to reload an autosave and hopefully you want be too far away.
