is there anyway to downgrade from ios 6.1.4 to 6.1.2?
Unfortunately not on the new Apple devices such as the iPhone 5 and 5th generation iPod Touch.

There is a way to downgrade, but this requires your SHSH Blobs from the previous version of iOS. I had my iPhone 5 jailbroken on iOS 6.1.2, but since updated to 6.1.4 without backing up my SHSH Blobs, so I'm unable to downgrade. You'll have to wait for iOS7 for a jailbreak if your without your Blobs.
