Plugin number is irrelavent.
Do you have the xex's on the root of your hard drive?
And are you using the launch.ini provided with the files?
do I have to put the launch.ini in a plug in because that is just in the root of my hard drive?

I would try putting the XBLStealth plugin as number one. Also getting stuck at the boot screen means your console isnt connecting outside of your router/modem. Restart your router proper and as you do that unplug the hdd of your console, boot the console without the hdd, then turn it off, plug the hdd back in, and boot it up once router is completely done rebooting.

Also, you need to put the CPU key of the keyvault you are currently using inside the CPUKey.bin, not your own consoles, unless its the same KV.

To boot the console without freezing, right as you see the animation start to go, press your eject button and that should put you at the dashboard even if the files still arent working.
