From what I've heard is you have to kill 30+ zombies one the bridge and you should get a notification that you have completed the step. Them throw the hells retriever into the fire pit under the dog location in the cell block. Then finally go back to the hells retriever in afterlife and shock it to upgrade to hells redeemer.
