SATA II has a max speed of 3 Gbit/s while SATA III has a max speed of 6 Gbit/s so there will a difference of speeds, however it is preferable to buy a SATA III SSD as you might upgrade your mobo in the future to utilize its full potential. In any case any SSD will be a vast improvement over a HDD.

There is very little performance difference when using an SSD on either. Unless you're doing tons of long sequential reads/writes (doubt it), you may never notice the difference.
