Throughout the game, rarely Arlington quotes things to do with Nikolai (can't remember off the top of my head)
And it's rumoured that at the docks you can hear richtofen speak occasionally, so this suggests that these characters (mainly the weasel) are to do with the storyline. At the end of the EE when Arlington is killed, it seems abit.. ermm sudden and incomplete, so iwas thinking that perhaps (I'm probably wrong) "Him" in TranZit is actually Arlington stuck in afterlife(was killed on bridge) his ghost may have escaped. "Him" fires electricity bolts just like the ghosts.
Anyways, just a theory so please no hate
