It seems it can only be with an iPhone 4S or 5 without jailbreaking my device, which I cannot do because there isn't an untethered jailbreak for iOS 6.1.3. Does any body know?

You should be able to use the app on mac called reflection or they changed the name to reflector.

The app isn't free though.

Unfortunately not, it only works with 4S or 5.
