If you want to make mod menus (for the newer games) use C++.
If you want to make a tool (for the newer games) use C#.

If you want to make a CoD4 or CoD5 menu, learn CFG modding and download FF.Viewer and a blank patch.

I can't believe this actually got dragged out into two pages...

The games are coded in C++ the assembly language for the XEX's is PPC (power pc) that's useful for reversing functions.
You can use C# (extremely useful) to create applications provided you have access to the necessary DLL's (XDRPC, XDEVKIT, XRPC, ect.)

Hope this helps, it would appear that half the kids on TTG don't know jack shit about cod lol

It depends on what you want to do.
If you want to make .dll's then learn C/C++.
If you want to make programs then C#.
It doesnt matter what language it was originally coded it.
I highly suggest learning both to make it easier understanding how its all done and for converting, for example teh1337 released HUD Elements in C# for programs, someone had to convert it to C++ for .dll's.
