Why in football (soccer) don't they just stop the clock when then game is stopped for a foul? I'm not a big football fan but this has always puzzled me. Don't most games end up having to much/not enough stoppage time? Wouldn't it be fairer to just stop the clock every time the whistle is blown and stop exactly on 90 minutes?

When the game was first played I doubt they had precise watches so adding it on was easier, I guess they never changed it. Also the game runs a bit more fluently.

Injury/extra time is determined by how often and how much that game has been stopped of it's flow. I.e. free kicks, penalties, etc...
