do i have to use nand-x or can i use something like JR programmer to rgh

You can use a j-runner or Nand-x to rgh an xbox i believe. Most people use a nand-x as they are more reliable (as i have been told)

instead of a nand-x? yes...they both allow you to extract your nand

what about the revs? im doing the 15574 rgh and theres revs b,C,D which one do i need?

no u can use jrunner to program almost any rgh

Your speaking of a "Coolrunner" it will depend on what your installing too.
