My live is running out soon and I also may start playing PC as well.
Let's say I get GTA 4. Would I need to get have a Live membership to be able to play GTA 4 Multiplayer?
I'm just using GTA 4 as an example, don't freak out.

Wow, I haven't used Windows Live on PC in forever. I know you can play on a silver account for single player.

as above. no "windows live" games that are on PC require a sub. or as far as im aware.

I play private games with my friends on a silver account.
Never tried match making or anything like that tho
