When I was reading the 07Scape graph I was kinda confused. If it gets the amount of votes it wants is there going to be membership still or no (for the classic Runescape)? Or is it just going to be you don't have to have membership for the 07Scape, unlike how it is now.

Right now since we have over 250k votes, people paying for a regular membership will have to pay $5 extra to keep playing 07Scape. If it reaches 500k+ then people paying for membership will not have to pay the extra $5 to keep playing. But, if we get 750k votes(most likely not going to happen) then everybody can play 07Scape without paying a membership fee.
