so ive just made a new gamesave and when i go to whiterun a courier comes to me saying i can make a new room "childs room" i dont get anything about adoption or making new land???

Have you brought Breezehome by then? If so then that is what its about, by buying a childs room you will get informed about adoption.

ive bought breezehome and the childs room but still no courier ive fast time as well 3 times of 24hr

It takes a while. Also, I'm not sure if its required, but you might need to start the Dark Brotherhood questline.
