You need to restart the laptop and run it in safe mode then go get something called malaware bytes off the internet which you can do while in safe mode run the free program to clear that crap off i had the same problem

This has happend to me 3 times all you have to do is turn the laptop of from the on button but hold it down untill it turns of then turn it back on and go into safemode then do i system restore to a time when that wasnt on there

Viruses are very weird these days. If it really was a real FBI/Police investigation thing I BELIEVE they would call your home phone or your cell phone telling you that. Tell me if I am wrong but just don't pay it. They will take your credit card and make you pay from $100 to $1000000000 lol.
